Inclusion in education aims to provide all students, regardless of their individual abilities, needs, or backgrounds, with equal opportunities for education and participation. Inclusion promotes a culture of respect and appreciation for diversity and supports the development of a fair and inclusive society.

The Standing Conference of the Ministers of Education and Cultural Affairs (KMK) laid the foundation for the highest possible level of equal participation in education for young people with disabilities through its recommendation on Inclusive Education for Children and Adolescents. In light of the United Nations Convention on the Rights of Persons with Disabilities (CRPD), which has been binding in Germany since March 2009 (see Article 24 on education), this recommendation outlines the framework for inclusive pedagogical practice in general and vocational schools.
