In the Standing Conference of the Ministers of Education and Cultural Affairs, the federal states coordinate their participation in education, science, and cultural policy at the European level and in international organizations (including the EU, the OECD, and UNESCO).

International cooperation in culture and education.

The foreign cultural and educational policy of the Federal Republic of Germany is guided by the general objectives of foreign policy, namely the safeguarding of peace, the realization of human rights, and partnership-based cooperation. It promotes German culture abroad and engages with foreign cultures. The cultural, educational, scientific, and research policies of the federal states are significantly involved in this dialogue.”

Cooperation at the European level

In the process of European integration, the importance of European cooperation in education, science, and culture is steadily increasing. The Standing Conference of the Ministers of Education and Cultural Affairs supports this process in a Europe that preserves the cultural richness and the diversity of education systems in accordance with the long-standing traditions of the member states.

Cooperation in multilateral contexts

International treaties regulate the relations between the contracting states. These include intergovernmental or state agreements concluded by the competent federal ministries, which require the involvement of the federal states.

Below the level of legally binding treaties under international law, multilateral cultural relations are often defined through recommendations to the participating states. These recommendations, which may cover all areas of cultural and educational cooperation, are adopted at intergovernmental conferences based on the principle of consensus. They therefore serve as an important point of reference for program development and cooperation within international organizations. The signatory states are regularly requested to report on how conventions and recommendations have been implemented in domestic law (so-called state or implementation reports). In this way, national cultural and educational policy is continuously reviewed for its compliance with principles developed multilaterally
