Academic freedom is a fundamental right that guarantees and protects the freedom of research and teaching in universities and scientific institutions. It is essential for the advancement of knowledge and innovation and forms the foundation of an open and democratic society

"The freedom of science is non-negotiable"

In its Founding Declaration of November 21, 2024, the Conference of Science Ministers explicitly emphasizes the importance of academic freedom:

‘In an increasingly complex world, we, as the Science Ministers’ Conference of the Standing Conference of the Ministers of Education and Cultural Affairs, stress the crucial role of universities and non-university research in driving social progress and enlightenment, prosperity, sustainable and innovative economic dynamics, and the resilience of our democracy in an open-minded country. Academic freedom is one of the central pillars of democracy. Without the free development of science and research, democracy is at risk.’

Research Security – Strong Science for Progress and Prosperity.

Research security, alongside academic freedom, is a fundamental principle essential for the integrity and advancement of scientific research. While academic freedom protects the independence and autonomy of research, research security ensures that scientific work is safeguarded against threats and risks. Promoting both concepts is crucial for developing an open and innovative scientific landscape that contributes to societal progress.


Establishing a National Platform – Agreement on Key Points to Strengthen Research Security

In December 2025, the Federal Ministry for Research, Technology and Space (BMFTR), the science ministries of the federal states, and alliance organizations agreed on key points to strengthen research security and to establish a National Platform for Research Security. This step was called for by the Conference of Science Ministers. Research security is regarded as a central prerequisite for the future viability of Germany as a hub for science and business. The National Platform for Research Security creates transparency, guidance, and common standards. It strengthens the ability of universities and research institutions to act in international competition and in research collaborations.

The focus theme of the Science Ministers’ Conference in 2025 was “Strong Science for Progress and Prosperity.” In a joint declaration, the Conference strengthened research security and resilience within the scientific system.

The common goal of the Science Ministers’ Conference is to protect universities and research institutions more effectively against espionage, sabotage, and unwanted knowledge transfer - while at the same time safeguarding university autonomy and the academic freedom enshrined in the German Constitution.

On the topic of research security, the Conference relies on close, practice-oriented cooperation among all stakeholders. In joint responsibility, the federal government, the states, and the scientific community will develop and agree on a catalog of measures for research security based on the recommendations of the German Council of Science and Humanities.

Furthermore, the Conference aims to strengthen the resilience of German scientific organizations, preserve the integrity and credibility of science, and ensure lasting trust in evidence-based knowledge. Together with scientific organizations and other stakeholders, strategies will be developed to guarantee the freedom of science and research and to secure Germany’s international competitiveness. In its resolution of October 15, 2025, the Conference welcomed the establishment of a working group at the German Research Foundation and emphasized transparent, contemporary science communication as a key to dialogue with society.
