Quality assurance and quality development in higher education are continuous processes aimed at improving the quality of teaching, research, and administration at universities.
The state’s responsibility for the quality of study and teaching is constitutionally mandated, while the instruments have evolved over time. In recent decades, the German higher education system has undergone profound changes, including study reforms - most notably the transition to tiered degree programs (Bachelor/Master) and their modularization - as well as intensive efforts to improve the quality of study and teaching.
