Quality Assurance and Quality Development in Higher Education Institutions

Quality assurance and quality development in higher education are continuous processes aimed at improving the quality of teaching, research, and administration at universities.

The state’s responsibility for the quality of study and teaching is constitutionally mandated, while the instruments have evolved over time. In recent decades, the German higher education system has undergone profound changes, including study reforms - most notably the transition to tiered degree programs (Bachelor/Master) and their modularization - as well as intensive efforts to improve the quality of study and teaching.

 

 

European Higher Education Area and Bologna Process

The creation of a European Higher Education Area and the Bologna Process Bologna Process is not only associated with the introduction of a tiered study system. From the outset, quality assurance has been one of the key objectives. With regard to developing comparable criteria and methods, European cooperation in quality assurance was to be promoted.

The European Association for Quality Assurance in Higher Education (ENQA) developed a system of standards, procedures, and guidelines for quality assurance. With the 'Standards and Guidelines for Quality Assurance in the European Higher Education Area' (ESG), the formal framework for quality assurance as well as core elements such as expert evaluation/peer review have been defined internationally in a uniform manner.

Program Accreditation

The accreditation of degree programs is a key instrument for quality assurance in higher education in Germany. Through external evaluation and assessment of degree programs, it is ensured that they meet specific standards and requirements. Accreditation in higher education means awarding a quality seal. Accreditation contributes to transparency, international recognition, and the continuous improvement of educational quality, providing important guidance and security for students, universities, and society as a whole.
